You're looking at the last static copy (1999) of Acheron.org, more recent but partial copies exist in the wayback machine. This site is online out of nostalgia and because of it's historic content, an up to date ANSI/ASCII art archive is available from 16colo.rs

A
scene under contruction
by Inazone(fos)
Could it be? Did all the talk of revitalizing
the artscene finally lead to something? Yes, but the growing pains
are kicking in again. For the first time in many months, there are
packs to review. There is news to report, groups to join and a renewed
interest in ansi. There are also rivalries, personal conflicts and
rumors. Not that I'm complaining about any of it. On the contrary,
the scene is once again a fun place to be.
New groups like Function and Zenith are stepping into the limelight with Avenge and Legion. CiA is staging a comeback, and DVS is releasing again. Of course there are casualties: Fire is putting out one last pack before calling it quits, and Mistigris and RCA are shuffling personnel in an attempt to ward off rumors of death. Dark and Ice carry on, quietly but steadily releasing begind the drama of the younger groups. Other groups are popping up or being revived around the world, and it's giving people something to look at instead of whining about how boring the scene is.
Are we out of the woods yet? Certainly not...more new artists are still needed to keep things going, but at least there is some real activity for the first time in too long. Whether we see a return to the glory days of ansi remains to be seen, but newer groups are again competing for the coveted "#1" status. If everyone just keeps doing whatever it is they're doing (hint: drawing), there's no need to worry about the scene dying out anytime soon.
